The Special Education program has two components: age 0-2 and age 3-21. Funding for the age 3-21 component enrollment is limited to 13.0 percent of a school district's average annual FTE enrollment (total K-12 and Running Start). The average annual FTE enrollment is not determined until the end of the school year. Therefore, during the school year, monthly funded Special Education enrollment may only be estimated from each month's total reported Special Education enrollment, based on assumptions about total K-12 enrollment and the monthly pattern of Special Education enrollment.
